Among the Commission's challenging conclusions:

  • "The global war on drugs has failed, with devastating consequences for individuals and societies around the world."
  • "End the criminalization, marginalization and stigmatization of people who use drugs but          do   no harm to others. Challenge rather than reinforce common misconceptions about drug    markets, drug use and drug dependencies."
  • "Break the taboo on debate and reform. The time for action is now."

The report is expected to generate public debate in many parts of the world. The Commission, an extension of the Latin American Commission on Drugs and Democracy convened by three former presidents of Brazil, Colombia and Mexico, reviewed current drug policies and has opened "a public debate about an issue that tends to be surrounded by fear and misinformation."
